I remember having a hard time finding the Sultan but one spot in particular worked for me. If you go where the grass and sand meet on the map (near the upper part of the map) there should be a relatively long road there and near the mod shop there and arm wrestling area is where you can find the Sultan. It works best if you drive their in a sedan.

They're usually around the docks area, one time i found like 4 driving in a line there.

if you keep looking in the criminal minds parking lot. If its not ther the firt timejust drive about a mile away and comeback.
