Please don't link me other computers(unless newegg and less than $600), out of these three which is the best for the price. Would be used for light gaming(e.g. RuneScape, COD:4) and some photo editing(Photoshop).

PC #1:
AMD FX-Series FX-6300(3.50GHz Core Clock) 6 threads
8GB DDR3-1600Mhz

I'd assume #3 would be the best for the price as it's got room for upgrades (GPU-wise).

PC #2 is better but graphics card is garbage on both of them.

As it states in thread, as long as it's good enough to play RuneScape 3, COD: 4, maybe MW2 on low or better settings then I'm all good.
Is #2 best for the price, or would #3 be?

I don't know but I would say 3 purely because it has a 500W Power Supply so you can upgrade..

All are complete trash. They look like pre builds and will struggle in any game. The 640 and 7730 were never designed for gaming. More as just a video output.

If you really want one of these though. Number 3 is your best bet. Haswell beats Ivy Bridge. Slighty. But you have more chance of playing games on it...

You definatly want to go with 16GB of RAM, Video and picture editing can use up a lot of RAM, go with a i5-4670k or no "k" version, you want something to be high Ghz so you get more processes per second

That simply isnt true. 8GB is fine for light editing. And just because a CPU has a higher clock rate doesn't mean it's better. And that CPU is out of his price range.
