dont have enough money just wondering what is the best for playing league of legends,minecraft, and steam games

Other than linux there really isn't any good free operating systems that have any game support..

You can transfer windows from your old machine to your new one, assuming you already have windows installed.

i have windows 8 prem and would i be able to still use windows 8 on my old pc

No. If you have an OEM copy that is. If you bought it pre-built then you'd have to have windows on one system or another. An OEM copy of windows can't run on more that two machines.
