Yes, go to a clothes store its under beanies I believe, there are masks at the mask shop too!

go to the mask store and see if they are selling any santa/reindeer/snowman masks. if so you'r just in the wrong spot in the clothes.

Arent the items for Online Play only.. You could be in single player.

Just go through all of the hats. Theres a santa suit coat and suit pants. check if they are there

No ive done it on both. Heres how to fix it.
Go to your system settings.
Click on storage.
Then go to your hard drive and delete the GTA update.
Then go back and press Y on the hard drive and clear your system cache.
Now go back on gta, you will need to re-download the update, now you should be able to choose them.
