I was wondering if your skill levels carry over from each version of runescape

If you're talking about the 07scape servers then no.
Although if you played the regular game where it's now RS3 yes they do transfer.

No, this a completely new server and doesn't carry over any data except the generic character files such as your name and other necessary data.
