Step 1: Sharing your PC's internet with your Xbox Console via Ethernet

Follow this tutorial made in depth by Microsoft themselves.

support.xbox.com/en-GB/xbox-360/...n-computer
Thanks for Duck for posting this.

Step 2: Starting the server and editing the tunables.json

Go back to your desktop to where you have the USBServer saved.
*If you haven't already, extract the .zip on to your desktop and delete the .zip.

First, I would really recommend changing the current multipliers as you can really mess up your charactor. I changed XP_ to 1000 and CASH_ to 1000.

Go to \Web Server\root\titles\gta5\xbox360

Right click on tunables.json and click edit

Press CTRL+f and search for XP_ and change the values to your prefrences.

Press CTRL+s to save and "x" out of the notepad.

Go back to the servers first folder "\web server" and run the usbwebserver.exe as ADMINISTRATOR, the first time you do this it will ask
to add an exception to the Windows Firewall TWICE, if it doesn't you will need to disable Windows Firewall manually.

Go to "Settings" and change "Port Apache" to 80 instead of 8080.

Wait a few seconds and close the program, wait again for it to fully shut down then reopen it.

Make sure the on APACHE Tab, it has a green check next to it, if it does not, click on APACHE then click Start

Like wise with the MySQL Tab.

Your server is now up and running cloning the rockstar server you blocked. You can close out of it for now.

Step 3: Port forwarding, port 80 to your PC.

First you are going to need access to your router.

Go to routerpasswords.com/ and find your Username + Password.

Open a webbrowser and type in your router's IP ADDRESS (Usually 192.168.1.1) It varies, Just google your model.

Find some where along the lines of Secruity, or Connection.

Click Single Port Forwarding

Add in this as a new set:
Name: [WHAT EVER YOU WANT]
external port: 80
internal port: 80
Protocol: TCP (NOT BOTH)
ip address: [LOCAL IPADDRESS]

To find your PC's IP Address, Go to Start>Search>CMD>Type in: ipconfig and press enter

Near the top it should say "IPv4 Address..........[LOCAL IPADDRESS]".

Save it and log out of your router.

Step 4: Blocking Rockstars Severs via Internet Options [Optional but recommended]

*This has not been proven to do anything but it makes sense to do it because you want to block them.

Go to Start, type Internet Option and click security > restricted sites > sites

Type prod.cloud.rockstargames.com in the top block

Click add then click out of it and then ok

Done with internet option.

Step 5: Blocking the Rockstar Servers via Windows hosts file

Go to c:\Windows\system32\drivers\etc\

Drag and drop hosts to your desktop

Double click "hosts"

It will come up asking for what program you would like to open, click "Choose programs on computer" and click Notepad or your prefered text editor (mine being notepad++)

Minimize the hosts file and go to Start>Search>CMD>Type in: ipconfig and press enter

Near the top it should say "IPv4 Address..........[LOCAL IPADDRESS]".

Go back to the hosts file and type the ipv4 address first plus a space then the rockstar server.

EXAMPLE:
[LOCAL IPADDRESS] prod.cloud.rockstargames.com

*DO NOT ADD THE BRACKETS OR A "#" TO THE BEGINING, THIS WILL COMMENT IT OUT MAKING IT USESLESS

Save the file by clicking CTRL + S. If it asks you what would u like to save it as, just click the hosts file on your DESKTOP and do not add a file extention to the end of it.

Drag and drop it back in the etc\ folder, it may ask for administrative privilages just click ok or sign in to an account with admin priv.

You're now done with host file, I saved this for last on purpose, now shut down your console if it is not already, and reboot your PC. Once the PC is back up and you're logged in, run the server again

Now you can turn on your xbox run the game and go directly to online by click "A" on the loading screen.

Go to any pedestrian and kill them and pick up the money, if it worked you should get an insane amount.

If it didn't go over the tutorial FIRST word for word, if nothing still GOOGLE your problem like "How do I port forward, or How do I disable Windows Firewall Manually", as a last resort post here for help and someone MAY be able to help you.

and who ever else that has not been added.
Chelsea Grinner for the new guide

Troubleshooting:

If apache doesn't start install Microsoft Visual C++ 2010 Redistributable Package. -@DavidZ912

Be sure that you close all useless program, for example Skype because it uses port 80.

Also try disabling your Anti-Virus/Firewalls.

lents tut i followed step by step and got it to work remeber to restart computer after editing json file and host file then run server then turn xbox on and do a invite only session so your host
