I would go with build 1 and a few changes.
Change the CPU from an 8350 to a 8320
Change the CPU cooler to a Cooler Master Hyper 212 Evo
What's with the 9GB RAM? ditch the RAM and get some good 2x4GB RAM Modules
Replace the 7950 with a R9 270X
get a 500W PSU (Corsair, XFX etc.) for future upgrades, I wouldn't like to run an estimated 425W on a 450W PSU
That is about it tbh
