how can i get a police car or any other emergency vehicle to my garage ? is there any other method ?

Not yet,but soon I think. There may be a possible glitch using passive mode.

Nah I don't think so. They have it were it won't allow you to save it even if you managed to get it in your garage. It'll probably delete it as soon as you get out of the vehicle once in the garage.
