If I was to use the stock CPU cooler and not overclock for about 1 month, then I bought a better CPU cooler (for example, Antec Kuhler H2O 620) and used that, would I be able to overclock? I'm pretty new to PC building!

As long as the motherboard will support it and you have a good cpu cooler then yes.

Yes once you buy a decent aftermarket cooler, you'll be able to reach high OC's with that CPU and board.
