There used to be a drop down menu for the Shout box etc, it doesn't seem to show up for me anymore, does anyone know why this might be?

There should be some grey box with a white arrow,Click that on.

There is a little white arrow to the left of the page, if you cant see it press alt+m and it should open the side menu

Theres a little box on the left hand side of the page with an arrow in it click it, it will open there you go.
