Get a Anti Virus program and scan your PC, For a last resort, Perform a clean install of Windows, If you have the disk.

i'm sorry but i read through the first few comments and do not do any of these things given?

I would recommend as in the shop i work in that you should download MalwareBytes.

Just download from the site update to latest version and i asure you it will remove everything that is making your pc/laptop have problems.

If your looking for an anti virus also never get norton? Pay and takes so many things to run it so get Microsoft security essentials, free and amazing.

Hope i helped need any more help just ask

Thanks

Seriously people.
Use Microsoft Security Essentials. I have been using it for several years and have never had a single issue and I download a lot, like 10GB-20GB+ a month of files so yeah. Also it is free.
