im level 100 so where will the cargobob spawn

It won't spawn at the level. If you have a friend who's around lvl 20-40 it will spawn for them and they can give one to you.

Airport or trevors airfield / sandy shores. THats where i see them spawn

the docks theres always one there for me nexdt to the submarine, gaurded by armed gaurds

ano and they dont even spawn at the army base which is annoying
