Yeah if you plan on designing your websites, along with coding, you need to know some fundamentals of graphic design. I've been studying graphic design for almost a year, and was interested in it before I began coding. You will need to know color theories, along with layout management (probably the 2 most important). Obviously it's not necessary, but it will certainly help with designing and structuring (organizing) content on your page. Just about every site has been touched by a graphic designer(most cases they make a mock up of the site) then the developers and programmers code it - in regards to major sites. As a freelance, or small firm developer, knowing principles of graphic design will certainly help you. A good book would be Adaptive Web Design. It's better to do it all yourself, in my opinion. That way the site is completely your vision, and communicating/managing the concepts of a designer, and coding your site will be a bit of a hassle, along with costing money.

Soo... i finished ALL the HTML/CSS lessons on Codecademy, and i still feel like, i mean, should i just go ahead and create a website now? im thinking of making a rough draft, just hosted from home (to test it) than transfering the index.html to an actual host (such as godaddy) am I taking the right approach to this?

Sorts depends.. You don't need use a host to test your site's functionality. Everything should work except server side includes (until you learn work arounds), if you used them. I would say don't upload it to a server yet, because they cost. Just test it's functionality and keep adding on to it. Make it a project for you. Try creating a full site for yourself, or redo your school's site, or anything. I recommend getting a program like Dreamweaver or Expression Web also.
