I'm a level 70 and none of the merry weather or Lester services have unlocked, how can I fix this

That happened to me too man (Leveling too fast) Just play in free roam and wait for their calls. Make sure you answer those because they'll get unlocked. Hope it works for you!

*So just fool around in free roam (don't join missions etc) and wait for their phone call

Possible tip: Everytime i would find new sessions I would get phone calls. That might speed up the process instead of waiting for their calls.

Stop playing races and leveling up too fast
wait til you get the calls

I Got Lester and merrywether services at level 60, just do missions for Lester and wait for merrywether to call
