I've found the Sultan in the prison parking lot a couple times after finishing the Criminal Records race. Try looking there, and as far as I know about the Dominator, it's just luck. It isn't that rare of a car and will usually spawn anywhere at any time.

ok m8 will try and do the criminal records race and will try and just look around for the dominator + when I try and find a car its just not there and thanks

If you go to Franklins neighborhood, those cars spawn around that place, they also spawn up there by trevors place, I don't mean right near the house but around that neighborhood.

Sorry bud. theyre both completely random.
Dominator is more common then the sultan. but just keep driving around town.

Listen to the ones above me, its more like in those areas.

I bet you when you start playing the game not looking for it, youll find it haha.

ive been looking around in Sandy shores area and my m8 says it spawns near the air field but it just doesn't spawn but I have also been looking in the city near Michael's house to find the dominator but just doesn't work out for me and thanks to all of you who posted I will look around franklin's area to see if any of the cars spawn if not then I will just get a different car.

Yeah that's the place, Sandy Shores, If you look around and don't find anything,

Press start and go to the xbox game store, once your in, go back to the game and the vehicles in the area should change, so if you drive around that small neighborhood and don't find anything, press start, LB, A,A . Then go back to the game and take another look around.

EDIT: OH I forgot, make sure you are in a "Invite only" Session. for this to work
