whenever i go into the arm vehicles tab i cant select any of them to buy

If its the Tank you have to 70. I'm not sure about the other vehicles

When I was around rank 30 I could buy vehicles from Warstock Cache such as the Mule.

Make sure you have all your money in your bank to do this.
Open your phone and go: Internet > Travel & Transport > Warstock Cache and Carry > *click on vehicle of your choice > Buy It Now.

Once you buy a vehicle like a truck, boat, plane or what have you, you will have to call a company named Pegasus that is automatically added to your contacts after a purchase to get your vehicle delivered to the nearest possible location for $1,000.
