Well considering you have to wait around 48 minutes to resell a car, over a million puts you at risk, just not as high as some of the people with tens of millions of dollars

Here is a direct quote from rockstar support regarding the gta car and bike exploit. "Players that use exploits are easy to find, and repeat offenses may result in a ban to the cheater pool" It's pretty obvious you used the exploit if you have 20 million dollars in car sales on your social club account. Go to social club, then stats, then cash. Look for selling vehicles 3/4 the way down the list
