This was a common issue with me also. If you follow how to do it, once you're in the pre-game, you might have to wait a bit for people to start joining. It sucks, but you just have to do it.

For me it works.
Tools with the force host button.
I like to click just as I hit the pre-game lobby.
Works a charm.
