Hi, I finished building my new PC the other day and have confronted many problems. I know for sure my build was done correctly because I went off of a video by a well know youtuber. When I start it up, it says insert boot device media or something, and when i insert my install CD, it just keeps saying the same thing. My HDD and DVD drive show up in the BIOS, so I can't imagine what the problem is. PLEASE HELP!

I'd make sure your boot device priority is set to your Hard Drive. Once done, depending on your motherboard you should hit one of the function keys (F11 for me) to choose your boot device. You should select your DVD drive so you can boot from the CD and install your Windows.

Go into the BIOS set your Optical Drive to the first boot priority, save and exit the restart your PC.

Then once it restarts, it should say something like, "Press any key to boot from DVD" than just press any button you like and follow the setup.
