Hey this is just a quick tut to help some people..

Go to single player story mode
Go to pause menu and go to online>select character
delete all characters
go to play online>solo game
this should allow you to complete the race.
you will have to complete a few missions afterward but then you can go online!
Have fun!

EDIT: For people who are stuck at the "launching game" or "waiting for other players" screen, you have done something wrong. Make sure you went to Solo game. You should not be standing with other players while waiting..

EDIT #2: Another thing to try if it doesn't work is to delete the title update in system setting then retrying this method.

my character isn't deleting im just and the screen and its been here for like 15 min

I did all that it allows me to delete my character and i made a new one and it did all the cut scene but there is no blue circle :/
