Okay so i recently found out how to mod gta v and with this program you can all characters skills and money here is a short guide on how to do that .
[YOU MUST HAVE WIN RAR OR SOMTHING THAT WILL OPEN ZIP FILES]
WHAT YOU WILL NEED -
USB STICK
COMPUTER
XBOX 360
PATIENCE
HORIZON [XBOX 360 MODDING TOOL]
HOW TO DO IT -
1. Firstly go to horizon and download it.[ [ Register or Signin to view external links. ]
2. once you have downloaded and installed horizon go to the gta v save editor [ [ Register or Signin to view external links. ] ] [YOU WILL NEED TO SIGN UP IN ORDER TO GET THE DOWNLOAD LINK]
3. Once downloaded both of them extract them to your desktop, and that's the hard bit done.
4. Now get your usb stick and plug it into your xbox 360 and get the gta v game save you would like to mod and put it on to your usb stick. Once done that plug your usb stick in to your computer and then open up horizon.
5. Once you have opened horizon it should say "OFFLINE MODE" don't worry about that it's nothing. At the bottom right it should show you somthing like this [ [ Register or Signin to view external links. ] ]if you see this then you should proceed to the next step and if you can't see this please go back and read the tutorial again.
6. Once you have horizon loaded and you can see what you can see on the picture i provided click games and then gta v and when you see your game save you put onto your usb drag and drop it to the desktop.
7. Once you have your game save on your desktop open up the gta v game save editor, and once that is open click load like so [ [ Register or Signin to view external links. ] ] and then find your game save you just put onto your desktop and then open it with it.
8. Once you have your game save open with the gta v game save editor you can start to mod the game by clicking on the stats and the money tabs you can also do "max all stats" and "max money".
9. Once you are happy with your game save click the save button like so[ [ Register or Signin to view external links. ] ]
10. Once you have saved it go to your desktop and find your game save and then open your horizon again [IF YOU CLOSED IT FROM EARLIER JUST OPEN IT AGAIN] and then drag and drop the modded game save back to the place you got the UN-modded game save from and it should say "do you want to overwrite this game save" click yes and once that is saved plug your usb back into your Xbox 360 and go to storage and put the game save you have on the usb back onto the Xbox 360 hardrive and launch the game. [ONCE IN GAME LOAD GAME AND LOAD THE GAME SAVE YOU HAVE MODDED]
11. Once you have loaded the game save you have modded pause the game and look at the top right of your game and check your money. [IF YOU HAVE DONE IT RIGHT IT SHOULD SAY "2,000,000,000".
12. Once you have done all of this you can delete all of the programs you downloaded earlier and then you can just play gta with your max money/stats ;).

It's simply in Horizon. Easiest thing to mod. Just like GPD's on Black ops 1 hahahaha.
