First things first. Go here and download this to verify that you have root access.

Next, you'll want to find your device on XDA Developers.

Make sure you go to the forum for YOUR DEVICE, GALAXY S 4 ON SPRINT != GALAXY S 4 ON VERIZON. They are not the same, if your device is on AT&T, make sure you go to the AT&T topic.

After this you'll want to unlock your bootloader, you didn't necessarily need to root beforehand either as most custom ROMs are rooted. You'll want to look around and find a custom ROM to try. Currently I'm running SlimRom which is super fast, and debloated (no carrier bloat/LG bloat). I've also used CyangenMod, AOKP, and Paranoid Android, and so far I like SlimRom best. But it'll be different for all devices.

In order:

Find your device.
Find a ROM and read all instructions.
Download ROM.
Choose a custom Recovery and read all instructions. (I use TWRP/TeamWin Recovery Project.)
Download recovery.img
Move both the ROM and the recovery to your phones External SD card (or internal, doesn't matter)
Turn off your device but make sure you have >60% battery because TWRP will shred through it. Not sure about CWM (ClockWorkMod, another recovery).
Connect it to your PC and run the process to unlock your bootloader. Remember THIS IS DEVICE SPECIFIC!
Now that your bootloader is unlocked you need to follow the directions in the thread for the recovery you chose (TWRP, CWM, CWMT) and flash the recovery.img you downloaded.
Now that you have a custom recovery you can flash your custom ROM (Alternative Android OS, more features, oftentimes better optimizations) AGAIN, READ THE DIRECTIONS.
Not sure about CWM, but on TWRP you would boot into your bootloader (normally power+volume up while the phone is off), use the volume keys to navigate, and the power button to select. Scroll to "Recovery" and hit the power button to select.
Select "backup". It usually takes ~5-15 minutes depending on how much you have on your phone. I recommend keeping a copy of this on your phone's storage and on your PC.
Then you will do "wipe", and "slide to factory reset". THIS WILL WIPE YOUR PHONE, SO BACK IT UP.
Next you want to go back, and press "install". Navigate to where you saved your ROM and your GApps (These are your Google Apps, such as the Playstore, and other very important things. Most threads for ROMs will tell you which ones to use, but it mainly depends on the version of the ROM. ie. 4.3 ROM will require 4.3 GApps.)
Slide to flash, let the phone do it's thing.
After the flash of the ROM and GApps, you will have several options. "Reboot system", "back", and "wipe cache/dalvik". Select "wipe cache/dalvik".
Now reboot the system.

First boot after flashing a ROM usually takes a bit longer than usual, but should take no longer than three minutes at the most. If it does you might have soft bricked your device, but there is almost always a way to fix it.

As long as you possess basic reading comprehension skills and can follow directions you will be fine.

If you have any questions feel free to ask me, but your biggest source of help will be on the XDA thread for your ROM, or on the IRC chat for your device.

I AM NOT RESPONSIBLE IF YOU BORK YOUR PHONE, DO SO AT YOUR OWN RISK.
