How is it not fair? You want a head start and more money, you can pay for it. If you dont think its "fair" then you can earn money on the game. Its simple as that.

You forget that the game is rated M or 18. Most people of that age group have real world jobs that actually can afford a minor expense of $10. I work a country club and make about $100-150 in tips per week. The actual pay though is closer to $7 an hour though.
If you''re mature enough to own the game, you should be mature enough to understand why the world asks for more money.

How are they going to have a huge advantage? Im sure there going to have a gamemode where everyone is on the same level of things like guns & cars

I am going to make my own money but I won't be able to enjoy races and death matches in game because it will be unfair because people will already have best cars and guns I understand that people don want to make their own money and that's fine just don't want them people in the same games
