where is it spawning, and there is a sultan in the game for those of you who are saying theres not...there is lol....will +rep for help

There is a Sultan in the game but you need to upgrade it to a RS. I have no idea where it spawns though.

Check around the city. Where all of the tall buildings are. It might just be one of those cars that spawns randomly in the streets and not in one location.

I did a little research and people are saying that if you roam around downtown at night you can find one, I don't know how valid this is though

The skyscrapers, also I think you have to be michael to find it, or at least you'll have a better chance (again I'm not sure if this is valid it's just what people say)
