My mom doesn't let me to apply out of state colleges can she do that? Should I listen to her?

To Be honest maybe be she wants you to vist her or something she doesnt really want you to go that far.

If you are over 18 then she doesn't have a say in where you go to college, make sure to respect your parents when it comes to your decision though. Have you considered sitting down and having a good talk with them? that usually helps in my case

Legally you're allowed to apply for any college you want, it's up to you to convince your parents to see why that certain college will be good for your career. My parents were the same, but it turned out that the college in my town was pretty good anyway, just do some research about the colleges you want to apply for then research the one your parents want you to go to. If the ones out of state seem better to you then talk to your mom about it properly. I'm sure she'll realise eventually that going out of state for college will be good for you.
If that still doesn't convince her I'm sure most colleges will let you take your mom in for a talk about why that particular college would be good for you.

If you are over the age of 18, she doesn't really have a say in where you apply for college. She just doesn't have to pay for you to go there.

If you are 18 you can do what you want, you are considered an adult and you can act on your own. If you go stay in your state its far cheaper, than going out of your state, that is probably why she wants you to stay instate plus the family can visit you or vise-versa

Well if you're over 18 you can apply your self.
I needed my mom after college to co-sign my med school loans. And if you go to a top college they usually need a co-sign so they know the admission can get paid.

If your in the U.S you can do anything you want after you turn 18... you just better make sure you've got a stable job and are able to stand alone before that or at least have someone else that could be there for you if need be... thats if you think she'd overreact and not help or kick you out an just be done with you and then you'd be skrewed

You don't have to listen to her, but you should. You might need financial support or something else. They also tend to be pretty wise when it comes to this.
