If your 3GS used the iPad baseband unlock method, updating the firmware turns it into a semi-functional brick. What error are you getting while trying to activate?

Well I'm not using the network that the phone was provided with as it is not available where I am but it comes up "Your iPhone could not be activated because the activation server is temporarily unavailable....."

I thought it was an iOS verification error or something based on how you worded it. When you update your phone, you invalidate the unlock, therefore, you no longer have an unlocked phone. (If my knowledge of this issue is right, which it should be. I had to fix an unlocked iPhone 3G on the iPad baseband, worst experience of my life.) If your phone was officially unlocked, it would skip the activation process.

To me it sounds like he bought an "unlocked" iPhone. Basically he bought a iPhone that was unlocked with a unlocking tool such as ultrasnow, but I believe until there is an untetherd jailbreak for iOS 6.1.3 I don't think he can jailbreak and unlock. When you bought it did it say Factory Unlock or just Unlock

The only way possible to fix this is purchase a unlock for it there is no other way at this point of time, unless you wait till you can downgrade for a jailbreak unlock.
