If it was done due to accidental damage and that is why it is not installing and you don't have disc protection cover there is nothing that can be done.

Try hotswapping it this way.

Make sure your hard-drive is in obviously.

1. Out in the retail copy of EFLC.

2. Press Install.

3. Wait for it to hit exactly 0%.

4. As soon as it hit 0%, hotswap it over with the ISO disc before it hits 1%.

no its not dirty of sratched its is new only got today havent screaped yet

trying that now turned it of and on now dowing that way of hotswaping

If it's stopped at 64% and you've tried cleaning it, there is something wrong with the disc. They've probably done something wrong when processing the disc.
