I was just wondering if everybody has it and why its there. You cant exactly do anything on it apart from look at the Help Section.

It's there because, you entered the xbox 360 dashboard beta. You will have a dashboard update soon, so be aware of that. Its not a big deal, just tells you the features and the cuurent dashboard vers.

It's the Spring 2013 Beta.

You signed up for it, more than likely a week or so ago.

Sooner or later there should be an update to make the Dashboard look like the Xbox One's Dashboard.

Perhaps Skype and other Apps are coming to the Xbox 360?

it means your part of the beta and you will be getting the beta dashboard

You are aware that the "Sign In to Messenger" option in your friends list will be replaced with "Sign In to Skype" ?
