Hey guys I just had a power surge 30 mins ago and my router stopped working and I powered it down for 30 seconds then turned it back on and I went to go check my computer and Skype was on and so was my internet. BUT steam wasn't... I tried everything from restarting my PC to plugging my PC directly in to the router and even deleting everything but my steamapps. So some one please help if you can. THANK YOU!!!

Try launching your Task Manager and going to processes, finding the correct process that is linking with Steam, ending that process and try re-opening it.
