am i suppose to turn the jtag on when i am flashing the nand.

Your jtag needs to be on when flashing the nand.....

You can either use the rawflash through Xell or use Flash360.

If your using a raw flashing tool(ex. nand-x) the console has to have a power brick plugged in, but the console MUST be off.

I'm not gonna say for sure, but I think he is talking about flashing a new kv, or updating his dashboard in which case the console must be turned on and you must use one of the methods I stated before (rawflash/flash360) to flash the new nand, ie. write updflash.bin to nand.
