so in the case of a license transfer how does it work

i know you can license transfer every 3 months but whom does it count for

if i recovered my friends account and license transferred can i not transfer for another 3 months or him?

It's per account, not per console, you can license transfer as many times as you want, as long as the person is willing to let you transfer and that their account is eligible.
