No. You cannot license transfer it or anything else. It is locked to the account the buys the camo like the season pass. You can download it but it wont work. So the only way to get the camo is to buy it.

I tried license transfering the season pass and it didnt work... Dunno if it'll work for this

Yeah just login into his/her account
go to settings
then License Transfer.
Then click continue
then go to download history (settings>Download History)
then download one camo pack first
>>>REMEMBER TO NOT LOGOUT UNTIL THE CAMO IS DONE DOWNLOADING<<<<<
once done downloading
logout
go to your original account that doesnt have the camo pack sign in
then go to multiplayer.
and enjoy.
