SimCity's source code recently got released and a bunch of hackers already have came up with a way to get the Debug mode and a way to play offline. The video below will show what you can do.
To get this, you will have to download this file: [ Register or Signin to view external links. ]
After downloading this file you will want to move it to OriginGames/SimCity/UserData
When you are done moving it to this location, you can then start up SimCity on any server you want. When you join a world or make one, press the settings tab, then click Enable Debug UI.
You are free to go after that and you have done it. With this you can edit other peoples Cities, you can put things down or just troll them if you like.
