do you guys recommend the evo or a liquid cooler for over clocking

You can't really compare a single air cooler to all sealed liquid coolers, but air coolers will simply have better performance for the price. The Hyper 212 Evo, Enermax ETS-T40-TB, and similar coolers are much better than budget liquid coolers like the Corsair H60. High-end air coolers like the Phanteks PH-TC14PE and Noctua NH-D14 are about on par with liquid coolers like the H100 but are much cheaper, so it's usually a no-brainer what you should get. Sure, there are RAM clearance issues, but there's no reason to buy RAM with heatsinks tall enough to obstuct an air coolers.

Let's just say there's a reason I don't recommend liquid coolers. Sometimes the case necessitates a liquid cooler, but that's only for small form factor (SFF) PCs.
