Double XP weekends tend to follow events surrounding gaming , and general holidays.
Easter, Game conventions, Map packs, Stuff relating to the games series all tend to be times when you can guess a double XP weekend coming although i do quite like how they do double Xp AND double weapon XP weekends so far.
I would guess as others have that easter is the next double XP timeframe and hopefully the next map pack may be on its way around then too.
Other then that the only other times i can think are would be possible the end of year for a majority of schools times / exam results time for universaties etc
