All the patch notes for season 3 is in that link from the official LoL site.

There are a lot of nerfs, especially Master Yi getting ga nerf b/c of ap.
Annie getting visual Upgrade.
Bug fixes with On the Hunt easter egg.
And the new ranking system called 'League system'.
