its being detected in the bios but not in the windows setup? any ideas??

Start > Right click on Computer > Manage > Storage > Disk Management > Right click on Unallocated on the bottom bit > new simple volume > follow the steps

i dont have an option to boot from usb is the bios.
update or get a better Bios, you might be able to netboot/install.or live boot of a dvd and see if the HDD is even detectable and see if its formatted correctly.

did you make sure you connected the sata and power cable correctly? that would be the first things i looked at instead of os's

pretty sure if Bios sees the HDD then the sata is connected as well as the power though my reading comprehension might be failing me as it does others.....

Yes that is why it is detected in bios
