I can get you a free youtube partnership with no subscribers required. But you do need to make sure of a few other things.

1. You have not allowed monotization on your youtube channel
2. You have full access to your email.
3. you have at least 1 video view.
4. no copywrite strikes.

I will need a few things such as

The email
The email password (This is so I can allow them to partner your channel.)

TUTORIAL
Its actually quite simple but you can get confused so I am here to help.

1st. Go to the link I provided at the top or by clicking [ Register or Signin to view external links. ]

2nd. You will need to log into your gmail account that is liked with your youtube channel and allow access

3rd. It will ask you for your First, Last name, Email (does't have to be youtube email) and your phone number (They wont send you anything)

4th. They will show you your contract, You will need to type your name at the bottom of the screen which states that you are 18 years old if you are not 18 it will tell you to get a parent to sign their name.

5th. It will say your almost done now pick a style. You can pick one it will act as your youtube background with a banner or you can click No thanks. Now it should say congratulations if it says there is an error it means you have monotization enabled and you cannot get partnership with that account.
