Obviously it will be modded I am a modder but this game looks good enough i hope they patch any mods that do come out like they do for most Call of Duty's just keep the modding offline for at least a year after release

Soon after? If the game doesn't release on PC, it'll be a whole lot longer than 'soon after'. Look at Red Dead Redemption, no PC version, no public mods/RPF modding. I do not see modding (ISO) on GTA V for a while; a very long while or at least until the PC version ships. Also, since there is no PC version, it will take a while to get the structure for RPF files (if they even have them in GTA V) because I'm sure if they're being used, they have been updated to a newer version. Not to mention security, they could have checks on things like the RPF/IMGs, I'm sure they have learned from modding mistakes with GTA IV and they'll upgrade their security for this big title. All in all, if mods do get released, expect a patch soon after.
