You're not going to get a computer for $200 that will be able to run any games, never mind Arma II which is quite demanding.

Games are more GPU dependant than CPU. You're not going to see a considerable FPS increase in games if you upgrade your CPU compared to your GPU. For example, there is this guy who upgraded from a socket LGA 775 CPU to a 3570k and got a 4% increase for $350. Bad move. If you do upgrade your video card, there are a few factors to take into consideration like your power supply, air-flow, and physical size of case, and if you have an open PCIE 16 X lane on your motherboard or not.

If your goin with AMD then yes you could get a processor for under $200 that could run ARMA II on high or ultra. (Me for example)

However if your going with Intel then you might have more trouble keeping it under $200.

Id recommend a quad-core for gaming if your gonna get serious about it.
