Technically there is one chest for every person who sells items, they are just meant to be hidden. One can be reached through a glitch in Whiterun which links to the Skyforge blacksmith guy. Also I encountered a random glitch in Dragonborn and got to another merchant chest when the whole shop for the Telvanni alchemist screwed up and kept making me loop fall.
