Before you read any of what happened do you get a prestige token from Black Ops 1? If so the rest of the post is pointless.
What Happened:
When I prestiged I unlocked ghost via the classes and clicked the perk Ghost, then it popped up an interface saying something along the lines of "Would you like to buy this using your prestige token?"
So I bought Ghost, after that a few levels later, I went to the prestige rewards section, and it let me spend a token on a new custom class.
So basically I got ghost and a custom class, and I'm only first prestige.

When you prestige you get a permanent unlock token and a prestige token. They are different.
