I'm pretty sure the main reason is just because they don't notice it lol, or they don't even know that their even is a chat room

Yeah people don't use it because they either don't notice it, are not worried about it, are new to the site, are looking for glitches, and hates everyone on the site (NO ONE HAS THIS PROBLEM). Those are the reasons why.
