Basically my friend is building me a pc and he is going to be using a Intel Core i5 3570K which runs at 3.4 ghz and he said he can overclock it to 4.2 ghz should i do it and is it really necessary

If you have a good cpu fan then yes

i would go with the Xigmatek Dark Knight Nighthawk Edition SD1283 , but that's just me , Water cooling can be a bi!ch . but you have 2 good options

You can overclock yes, it can be risky but awell risk are made to be taken
