ive noticed that the 5th mission on any episode gives you the most

as long as you spend 8.5 minutes on a mission you will get max exp

Be sure to play online, but play the 5th mission of the current Spartan Ops. Make sure 4 players are in the game and try to get 20 kills (AFKing doesn't work like that in Spartan Ops. I got 260xp for being AFK) and at the end of the game you should recieve 5950xp on average.
