It lets me install both arma 2 and arma 2:OA and I can play arma 2 but when I try to play OA it comes up with two errors. Something about bin/config.bin and Something that crashes the game.

Have you tried to verify the game cache?
In order to do this just go to the library, then right click on the game then click on the thing on the bottom, then go over to local files and select verify game cache
