I am not earning the "Heroic Episode" challenge, even though I have completed all the missions on Heroic that are in the "Artifact" Episode. I completed them in the Multiplayer feature of Spartan Ops, so does that have any effect on it? Any suggestions?

I had the same problem on Monday, if you do another mission or two again on Heroic, you should get the challenge.
