This will probably not get you banned. I have used Liberty to mod Halo 3, Halo 3 ODST, Halo Reach, and tried it on Halo 4. It has helped me ton, and I have had so much fun with the Halo: Reach options.

If you don't want to risk that 1/100,000,000 chance of being banned, Legendary solo isn't even that hard, anyway. It took me about <10 hours legit!

legendary coop took me 4.5 hours.
solo havnt done yet, probably just gonna mod.
(beat is solo on normal as a run through)
but for the legendary solo achievement il probably just mod it.
