yes and no just do races and you wil get money but you can free roam as wel and get money or just go online lvl up online not freeroom but race or infected and evry lvl you get up you wil get a car or money

You have to mod, i don't mod myself so I couldn't tell you how to do it exactly but there are plenty of topics about how to mod. Another way is finding a nice person who has lots of credits., you will then put a car on auction house for e.g 400,000,000 and they will buy it.
This guy above you thinks forza 4 is forza horizon, free roam doesn't exist on forza 4 :L
