First build:
AMD FX CPU? No.
32GB of RAM? HELL no. The max you'll really need is 8.
GTX 285? You can get a better card than that.

Second build:
APU? Definitely not.
300W PSU? I can already tell this isn't a good build. I'm just going to stop there.

You can do better than that. If anything, I'd pick the first one over the second one, but still, it's overkill where you don't need it and underkill where you do.

You really don't need 32GB of ram, waaaaaaay to much for what anyone would need.

It's also for rendering hence the 32GB ram

I've tried 8GB of RAM and 12GB of RAM while rendering, and there is no difference whatsoever. The most RAM it used was 6GB.

I have a 16gb ram and i render a 30 second edit in about 4 mins. 32GB Ram is not needed.
